DR. STEPHEN BAILEY
President & Founder
Dr. Bailey is the President and founder of SANTI corps. He also serves as the Laos Program Officer for the Institute for Global Engagement.
He and his wife Jacqui with their four children lived in Northeast Thailand and Laos from 1985 to 2001. Since 2001, he has continued to work in Laos in partnership with governmental and religious leaders to promote religious freedom and peace building.
He earned his Ph.D. and M.Th. in Intercultural Studies from Fuller Theological Seminary (2002), a M.Div. from Alliance Theological Seminary (1985) and a B.A. from Wheaton College (1981). From 2001 to 2011 he was Associate Professor of Intercultural Studies and Director of the Alliance Graduate School of Intercultural Studies at Alliance Theological Seminary. Dr. Bailey was Professor of Intercultural Studies at Simpson University from 2011 to 2020. He has also worked as a consultant for World Vision and World Concern in Southeast Asia.

The relationship between the Buddhists and Christians in Southeast Asia is his primary research interest.
DAVID I. ANDRIANOFF

David I. Andrianoff began working with World Concern in 1982, establishing World Concern's work in Laos, and serving as World Concern's first Country Manager for Laos from 1983 to 1992. In early 1993 Mr. Andrianoff and his family moved to Ulan Bator, Mongolia, where he established and served as the Executive Director for Joint Christian Services, International (JCS International), a consortium of fifteen Christian agencies.
In early 1998, Mr. Andrianoff and his family moved to Penang, Malaysia, where he transitioned a mission school to a school with a multi-organization board. While in Malaysia he also served as Assistant to the World Concern Asia Area Director. The middle of 2001, Mr. Andrianoff and his family moved to the Pacific Northwest working out of the World Concern headquarters in Seattle. While there, Mr. Andrianoff has served as Assistant to the President of World Concern, Eurasia Area Director, and currently is the Monitoring and Evaluation Officer for World Concern.
David Andrianoff has a Master of Arts in Anthropology from the University of Binghamton, and a Bachelor of Arts in Anthropology from the University of Buffalo. He lives in Port Ludlow, Washington, and is married to Jean Caskey Andrianoff. They have two daughters-Bethany Andrianoff Thomas (Port Hadlock, Washington) and Cheryl Marie Andrianoff (Redding, California) (www.breakthroughpartners.org ).
JAMES CHEN
Advisor
James Chen is the Vice President of Global Operations at the Institute for Global Engagement (IGE). James first joined IGE in 2011, serving as a Program Officer and the Vice President for Programs before assuming his current role. His work for IGE in engaging both government and civil society has taken him to northern Iraq, Myanmar, China, Vietnam, Indonesia, Kazakhstan, Nepal, and Singapore.
Prior to joining IGE, he was a Research Associate and Academic Resources Coordinator at the U.S. Department of Defense’s Near East South Asia (NESA) Center for Strategic Studies. James provided research support for the U.S. government’s engagement of national security officials from the Middle East, North Africa, and South Asia. He also authored a report on the political, economic, military, and soft power aspects of Chinese influence in the region.
Prior to his time at the NESA Center, James worked in Taiwan for over seven years at Overseas Radio & Television (ORTV), a non-profit Christian media organization based in Taipei. James also served for a year in the Republic of China (Taiwan) Army.
James’ writings have been published in Strategic Forum (National Defense University), The Diplomat, and The Review of Faith & International Affairs.
James has a Master’s degree in International Relations and Security from Georgetown University’s School of Foreign Service and a Bachelor’s degree in Information Systems from the University of Pennsylvania’s Wharton School. LEE HUA THAO
Program Manager
Lee has worked with Dr. Bailey on religious freedom seminars and peace building workshops in Laos since 2012. He and his wife and four children live on the north end of the capital of Laos, Vientiane. He is from a Hmong family and was born in Xieng Khuang Province (in northeastern Laos). He is a graduate of Souksavath College where he received a Bachelor degree in Business Administration in 2011. He is also a graduate of the Mindanao Peace Institute in the Philippines (2015).
He works closely with our counterparts in the Ministry of Home Affairs, the Lao Front and each of the religious organizations in Laos. Lee not only attends every seminar and workshop funded by SANTI but he does careful assessment of the outcomes of each event through questionnaires and one on one interviews with delegates in attendance.

“Bee,” as she is known, has worked as an English as a Second Language teacher at Candlelight School (in Vientiane Laos) and as a translator and peace building trainer for the Mennonite Central Committee (MCC). While working for MCC she helped to train the members of the Lao Peace Building Team and has been part of the training team in many peace building workshops that included government and religious leaders from all the religious communities in Laos.
